Innovation only becomes effective when it is part of a process: a leader recognizes a need, assembles an organization and designs processes to meet it, and then applies business and technology models to make it work. It is not the invention of a new technology that matters so much as it is its application -- understanding its role when developing a strategy or designing an organization or its processes.
